In the beginning of establishing SCHSA, the cash flow is not enough. Unluckily, the financial crisis made the economic downturn in 1997; it affected the association’s contributions. The capital turnover rate was very low and the association was getting into debt. In order to ensure the stability of operation, they decided to change internally that changing permanent staffs into contract staffs, and even some of the staffs’ wages had been frozen for several years. And then the association made efforts to establish its network and actively promote the service to the public. Therefore, they received a large numbers of donations to settle the problem of lower cash flow when the initial period.
Recently, the association had focused on improving the cash flow of the user’s payment selections by providing convenient way to the users. For example, making payment reminder of overdue bills by mobile phone and text message, promoting automatic payment and cooperating with banks, post offices and convenient shops provide more ways to pay the payment. These methods can make the association reduced the bad debt rate to 0.4% which meet the target.
