The notification of designation doc

The notification of designation document indicates only unlicensed transmitter rule parts are being designated and not unintentional Part 15B and Part 18 devices but the scope of accreditation attached to the certificate document indicates Part 15 B and C and Part 18. Please clarify.
If the designation doesn't include all three (15B, 15C and 18) the comments field on the entry page should identify the designated rule parts.
