While expatriates have always been chosen in some way, in the recent Brookfield Global Relocation Services survey (2014) many MNEs reported that they still do not have formal candidate assessment programs and instead primarily rely on employees expressing a willingness to take an international assignment to make selection decisions. Furthermore, although in the 1990s organizations reasoned that the absence of easily accessible assessment tools prevented them from applying formal selection processes (Ones & Viswesvaran, 1999; Tung, 1998; Wederspahn, 1992), only 20% of surveyed organizations responded that they currently use assess- ments to make selection decisions even though these tools are now readily available (Brookfield, 2014).
