You also have to identify non-training issues and recommend what should be done to address them. It is the client's prerogative to determine what actions will actually be taken, if any. Sometimes a client is unable or unwilling to address a non-training issue. In that case, it is imperative that you obtain the client's acknowledgement that the non-training issue exists and that it will affect the achievement of performance and business goals. Do this before you proceed with the training design implementation. At the end of the project when evaluation is implemented, you can point out if necessary that the non-training issue had an effect on desired performance and business goals, and that this was acknowledged at the front end of the project.
