supplying a cubic metre of water and the subsequent wastewater
collection and treatment is about V4.60, out of which V2.10 is for
the supply of potable water. The average annual bill is about V220
per person (Ministerie van Verkeer en Waterstaat, 2004). Water
management encounters financial crisis, which invokes budget
cuts, and people and firms’ demand to lower fees. There is reason
for innovations that improve water environment at lower costs.
