Basically, the lowest need must be satisfied at least partially before higher level goals can be motivated (Howie 2003, Cooper et al. 2005). Maslow (1987) argued that each level in the needs hierarchy must be substantially satisfied before the next is activated and once a need is substantially satisfied, the next need becomes dominant. Therefore, it was natural for an individual to move up the needs hierarchy from one level to the next (Robins and Coulter, 2007).
