While not all scholars agree, the method employed is to observe phenomena that Luke reports more than once. In other words, when something is reported multiple times and in varied contexts, it is likely that something of eternal relevance is being communicated. Conversely, when a phenomenon is reported only once, it should be understood as a simple historical report. While being factual, reliable, and important in its own right, one-time events are evidently not intended to establish normativity. Before discussing examples of normativity and non-normative experiences, it is necessary to consider the question of whether or not the phrase tongues of fire is synonymous with speaking in tongues.
