2.2.1. Conceptual skillIn construction project management, conceptual skill is the abilityto envision a project as a whole [41]. Conceptual skill is crucial toview the construction project from a big picture perspective, understandthe dynamic relationships among different project componentsand stakeholders, and envision how the project affects its surroundingenvironment [40–42]. Due to the diversity of construction projectsystem, project personnel need conceptual skill to ensure that all projectaspects function together as an integrated whole [42]. For example,when there is a change in certain project aspect, they shouldconsider the impacts of this change on progress, control strategies,budget, schedule, and stakeholders involved [40]. Based on Sunindijoand Zou [33], two skill components have been identified to form theconceptual skill construct namely visioning, and scoping and integration.Visioning is the skill to view the project as a whole and visualisethe relationship of the project to the organisation, the industry, thecommunity, and other external environments [41]. Scoping and integrationis the skill to determine and control what needs, or not, to beincluded in the project as well as to ensure that all project aspects areproperly identified, defined, combined, unified, and coordinated. Inrelation to safety, conceptual skill is essential for project personnelto appreciate the impacts and necessities of good safety practicestowards the workers and their families, the organisation, the community,and the achievement of project objectives. This skill also allowsproject management personnel to address safety issues from a lifecycleperspective rather than focusing on safety only during the constructionstage [33].
