In the shape of these reactions, and in their success and their failures, we can see on display the powers and the limits of the UN security council. the first step to any council action, is to satisfy the requirement that there be a breach of, or threat to, international peace and security.and it define an unbreachable outer limit on the authority of the security council. all of the enforcement powers available to the council, are possible only if the council finds that there is a threat to or breach of international peace and security
