though God's reign was to be universal, as indicated by verses 12-19, there was in Jewish thinking one place on earth where God was present in a special way, and that was in Jerusalem. the transformed earth would make that special status more clear than ever before by nothing less than a geological transformation of the surface of the earth (14:10). the terrible experiences of enemy attack and fiery destruction would be gone forever, the curse removed:"and it shall be inhabited, and never again shall the ban of destruction be upon her; Jerusalem shall be inhabited in safely" (14:11)
