By integrating risk analysis and management with coastal
and structural protection, this study comprehensively examined
the relationships between risk and vulnerability, analyzed the
five indicators (hazard type, hazard potential, population density,
comprehensive income, and land-use type), and classified
the risk matrix analysis results into six coastal protection levels
that corresponded with coastal protection standards
To meet the requirements of protection management, coastal
protection codes for the structural design and the land use were
formulated in this study based on the perspective of hazard
prevention and management. Regarding the protection structural
design codes, the protection capabilities of coastal structures
were required to meet the safety standards formulated
based on the marine climate conditions of certain recurrence
intervals; whereas the codes for land use, the coastal social and
economic environments were the protected targets. Regarding
the coastal protection structural design codes, the design codes
were assigned with the recurrence intervals ranging from 25 to
100 years, respectively. The coastal protection codes for different
kinds of land use were formulated based on the risk
levels refer to different kinds of land use. The unnecessary
reinforcement or construction of the protection facilities can be
avoided.
