目前初中英语教学仍然是“以教师为中心”。从形式上看，虽因多媒体的使用，似乎变得有声有色，但是实际上还是以教师传递知识、学生听课和记笔记为主。由于只注重笔试，不太注重口语和听说训练，学生的听说能力很差。长期以来，英语课堂教学变成了重复的背诵和默写；由于考试指挥棒的作用，英语也像其他学科一样，陷入题海，其本身最基本的作为交际载体的特性消失殆尽，英语学习变得枯燥乏味。这样的英语课堂教学缺乏真正意义上的交际，学生参与课堂活动和发表见解的机会很少，师生、生生之间缺乏交流，学生的语言交际能力自然得不到有效的培养。
